Why hasn't Riot fixed their systems around game-start AFKers?

I've played League since season 1, I'm not the highest elo player but I've played quiet a bit of ranked. I've felt the highs of climbing through promos and the lows of demotion. So my question is, if Riot can build a new champion select, change their client, implement dynamic queue, push out clans and social features, and even do chroma packs, why exactly can't they fix the leave system? I'm not talking about mid game rage-quitters, but instead those that fail to connect to the game completely. Why in the world hasn't this been a quick fix by Riot? There are virtually no abuse cases imaginable, the person that does not connect loses IP/ gets reported and the teammates that they screw over get no punishment because it IS IN NO WAY THEIR FAULT AND THE DC IS COMPLETELY OUT OF THEIR CONTROL. It makes absolutely no sense why an issue that has likely been prevalent since beta has had no overhaul whatsoever, especially when plenty of modern MOBAs already have easy to implement and enforceable solutions. It's not as if fixing the system would cost RIOT too much, especially considering the number of people that have by now quit the game because of unfair leave penalties. Playing against an over powered champion is bad, playing literally minus one champion in ranked is one of the worst experiences a player can suffer; so, why after six seasons, hsa there still has not been a fix?

Because they don't care.

Seriously. That's all it is. AFKers and ragequitters and even accidental DCs that leave a team down a player- they don't give a fuck. Why should they? It's the PLAYERS that are causing it. It's not (usually) their servers. It's not part of their game that's ruining the experience. It's not their fault. And since it's not their fault, it's not their problem. Why should they care that hundreds or even thousands of games are ruined daily by AFKs and DCs? People are still going to play their game and fixing it is too much like work.

Sad but true. There's no other explanation for why Riot, in over six years of this game's life, haven't done anything about a literally game-ruining issue that Dota 2 had solved at launch.
