I know everyone else here is saying something similar to this, but while this is the correct place to go for champion advice, it's not so easy to actually get it. I'm not sure how many champions we actually have competent representatives for here. Some of them are pretty obvious (just as an example, Tides of Blood is a pretty easy pin for a Vlad main), but also some harder-to-find people, like me for Vel'Koz (unless I find some tangential excuse to bring him up in a thread c:). The two worst-case scenarios are: the person you're looking for is a lurker, thus leaving it up to chance whether they find your post or not, or they're straight up not here.

Honestly, I'm going to have to agree with MagicFlyingLlama that going to the champion's subreddit is your best bet, rather than looking on here. Anyone you can get your hands on here will do their best to help you, though. Their best probably just won't be the best.

Go to reddit if you want gameplay advice and want to learn things. If you want 'balance' threads you are in the right place. But be warned. Side effects of being in the gameplay section too long include depression, slight nausea and mental diarrhea.

In theory yes, in practice eh. If you ask a question, you'll still get a few decent responses, though. Probably not a lot of upvotes.

Theoretically, yes it is for tios and tricks, as there's no other proper forum for that, but it actually rarly gets used for that purpose. It's mostly QQs and other gameplay related complaints and some times the atempts of actuall balance discussions. T
