Is Caitlyn just a bad ADC?

I'm a support main and I noticed that pretty much nearly every Caitlyn ADC I get is just horrible. Usually she just ends up camping the entire game and poking enemies down and the few times she does get a chance to close down an enemy she fails or when she ults someone just blocks her shot. When I see my ADC go Caitlyn I almost always end having to go a super AP support to do 80% of the damage myself or Blitzcrank just to try to get Cait to kill an enemy. She doesn't even feel like an ADC, she feels more like a burden. Usually the games I'm in with her she doesn't even do much by mid or late game and our other laners end up carrying.

She is a safe lane bully. Cait has to get ahead early to be a threat since just about every other ADC outscales her.

She is an early game champ, similar to Pantheon. If they do their job they are a menance, survive long enough or don't let them go wild and they become trivial to deal with.

She's really strong, if the person playing her knows what they're doing.

Unlike most other adcs she doesn't have any form of steroid, so if the person doesn't know how to play her it will seem like they're not doing any damage.

That's usually the situation I want to bring her into. Oh, your team has 2 assassins and a squishy support? Bring Caitlyn! You are almost guaranteed to win lane and not feed.

Nope, she's a very strong adc imo. This is probably just a product of your elo.
