How will executes work against Kled's passive

Well I am guessing it is their combined health but it doesn't matter much since any damage that would get rid of skarl only gets rid of skarl. If skarl is at 1 hp and Kled is at 50 and I ult as Garen then only skarl takes the damage.

Really? Extra damage doesn't transfer to Kled? Wow, that sounds so stupid.

Nothing can reduce their health past Skarls health at any one time. Any damage stops at Skarls HP bar

%damage is calculated on the combined health, but 'overflowing damage' does not carrie over to kled, so no matter how much damage you deal, if skalr is still there, it will only hit skarl. Think of GA, if you hit a 10% hp target with veigars ult, the target will respawn with the same hp as if it was finished with a low damage attack.

It counts as damage toward Skaarl first. If the damage is enough to deplete Skaarl's health bar and dismount Kled, all excess damage goes to waste; even if Kled has 1 health, if he is still mounted on Skaarl it is impossible to kill him with one instance of damage.

If Kled has, say, 50 health left, and Skaarl has 300, and then Garen's dunks him with Demacian Justice, it will take out Skaarl, leaving Kled with his 50 health still intact.

Also, I think that any damage that's based on max or current health counts both Kled's and Skaarl's health together for those calculations.
