Leave Buster

Why must the leave buster make the game client useless? while waiting for the 10 minutes to just get into queue I would like to be able to look at champions or rework my masteries, I am even unable to move the stupid client, but no this thing makes it so I am unable to do anything with it until the 10 minutes is up. DoTA2 has a leave buster queue but it still allows you access to your client why can't LoL?
