Ranked Training and Toxicity Cleansing

Would it be possible to implement a pre ranked game training that can also be used to cleans the toxic players before they are allowed to play real ranked games?

Just getting to level 30 and having a certain amount of champions shouldnt be the pass to play in ranked games.

In my humble opinion It would be nice to have players play a certain amount of pre ranked games ( lets say 20 for this discussion ).

In those games they would be placed in a ranked game environment that can maybe be used to place them in a division once they pass but, in those games they rank up to show them how it works , frustration of losing points ect and also if they are to get reported in these matches a certain amount of times that they would not be allowed to play real ranked games.

A punishment can be implemented ( think of it like getting a drivers license and if you fail you cant drive till you do pass ) the better they get either in play or reduction of toxicity in their next 20 games then they can get their ranked game " license " .

I believe that maybe with your tweeks with the idea that maybe toxicity can be reduced in ranked games and maybe even just better play.
