Random mouse lag

About 2 months ago my game started to randomly freezing for no reason. I play games that require much more pc than this game, such as Guild Wars 2, and the game does not freeze when I'm playing. These freezes can go from 3 seconds, to just my whole game not working for upwards of 10. Although these instances don't occur extremely often, they happen quite a bit. The main problem though, would be my mouse. For no apparent reason what so ever, my mouse will stop functioning correctly, and will stop moving correctly, and just lag to different spots, and I can't auto attack anything, I either have to resort to A (auto attack button) clicking, or somtimes neither the right click or left click button will not respond. I don't have any idea where it will go, and after a second or two it'll go back to normal. This is a huge problem because it happens so often it's hard to play the laning phase without just losing outright since I can't trade correctly. I've done everything I have found online and could think of. I used the repair tool, I deleted league outright and redownloaded it. I used two different mice which didn't do anything, I uninstalled mouse software in device manager, restarted my pc, let it redownload the software, and that didn't change it. I've changed the video quality settings, I've changed the frame cap. From what I have in my computer everything goes great and nothing is out of date, so I have no idea why my mouse is lagging. Please help!
