Irelia has extremely unhealthy design for the top lane since if you feed her one kill, she will rush Triforce and snowball and even if you don't feed her, she will get Triforce after some time and deal disgusting amounts of damage. After she gets Triforce she can build full tank and STILL burst down a squishy and even tanks with her true damage. How is this even fair? Not to mention her kit is entirely targeted, reducing ways to counterplay. Maybe something is wrong with me but I've never won a game against Irelia on the enemy team.
Some champions are able to make use of particular items relatively well, if you think Irelia is scary on those procs, you should see the b.s. on:
: Tri'force Yasuo can be one of the most 'cancer level' top lane compositions since he turns into a full agressive damage'naught using E to easily gap close for procs and can even make use of EQ knock up to pressure you hard with the damage even before level 6.
is the main culprit to this though since Yasuo tends to have the 'mobility' to gap close damage proc trades.
: Relatively fast abilities he can proc and especially when your stacking tri'force/sheen's empowered on top of Jax's 'active' empowered on hit, where he can use the 'dodge and AoE stun or jump on to easily setup for a empowered hit. This isn't even accounting for the fact his ultimate, being one of the literal only passives that turn him into such a damage nut'job all the time since the active is mostly just a defensive tid'bit, but since he gains bonus armor based off of bonus AD and bonus MR off of AP, amongst a relatively mix bag of physical and magical damage. He's one of those champions you never want to dive on once he is running a guinsoo's rage blade and its at max stack so he's got a perfect burst shield 'stat' in the form of that Armor and MR bonus to flip most trades with relative ease.
And a few honorable mentions who make excellent use of Tri'force:
and plenty of other champions who adore on hit empower bursts then 'sustained damage'....
Irelia does have the ability to proc Tri'force multiple times thru her kit, but i assume the main reason is because of her instant 'target' dash which also applies on hits, her 'true damage bonus' she can throw in temporarily on top of her 'minor heal ability' (which neither have AD or AP scalings thank god). Doesn't help either her Q is on a 120% total AD scaling so when you got:
20~140 bonus base damage, +120% AD scaling and on hit effects applying, then its pretty understandable on how much of a 'starting damage tilt' Irelia brings, but its not like she is completely broken since besides her 'turn over stun if your health % is lower then her own', she has barely anything for sustain outside of her W and R's effects. Meaning a smart player who actually learn to counter her all ins could make her instead waste them and then be stuck in a bad position for you to maul into her while some of her relatively moderate sized cooldowns in the early game won't be available soon enough for you to force her to waste flash or get some damage punish on her.
