i feel like malzhar needs to Nerf especially his e and ult because his ult would kill and squishy target instantly and his e is like an ignite ever 10 seconds and that is not fun to lane aginst

He doesn't need a nerf, he's vulnerable enough already. His ult is low ranged and his E is the only way he can guarantee damage aside from his ultimate. His Q is hard to land against agile opponents, even if you bait them to a spot (like when they CS) and his W does small amounts of damage unless they stand inside it, used more for zoning to be honest.
