Skins for XP

Champions should have milestones or XP markers that when you reach you get a skin or a cool recall animatoin. Also like little achievements if you land 1000 hooks on Blitzcrank you get an icon or maybe some new hands or helmet that would make the champions more personal. There's unlimited options with what to do but MW2 did this for its guns like you get a certain amount of kills for a gun you get a camo for the gun. This made the game more playable because you had things to reach but it kept going making more players come back and play for another reason.

I'm sure something along these lines has been toyed with as a possible expanded reward of the mastery system.

That said, specific stuff like landing X hooks or getting Y kills or similar is almost certainly not going to happen, as they want to ensure that people don't have any incentives to do things that don't further the game towards victory. (So, they don't want people to intentionally not win in order to farm kills or hooks or whatever.)

The tricky thing with champion specific rewards though is that there are 130+ champs and they'd sortof need to do them all at once to avoid favoritism. That's a huge amount of work for something that they can't directly make money off of (as in regular skins/icons) and could even hurt skin sales if people suddenly wanted to use their mastery 8(9/10/???) skin they earned for free instead of buying whatever standard skin.

Yeah, I think you outlined the challenges perfectly. This would pretty much only be applied to journals, because you don't want Malphite hanging on to ult all match long so that he can get closer to "achieve 100 5-man knock ups with ult". People would play for the achievements and not to win.

Aren't the mastery emotes and hextech crafting enough?

Riot used to have an Achievements tab that they never went and utilized, if I recall it was out of fear that folks would focus more on achievements then playing the game to win. They implemented the champion mastery and emotes instead.
