Illaoi E can slow Yi's Ultimate?

Here's my question if Master YI's ult is supposed to be unable to be slowed is their some reason why Illaoi's E can just slow him anyways. Is this how riot intended or is this a bug?

Depends on the way it's implemented.

Yi's Ultimate makes him immune to slows, but doesn't prevent effects that reduce base movement speed.

Oh so Lulu polymorph can reduce his speed, and in general screw him over. Interesting.
