When Riot makes the announcement.
If she releases this week it would be Tue/Wed/Thur most likely, but she will be out this week or next week most likely.
AFAIK she isn't in this patch. So start looking for when they schedule a maintenance for patch 6.24, and then wait a few days until she's released.
