I don't think Manaflow Band needs a revert on it's cooldown

So on the PBE they're changing the rune up a bit where it will now restore a flat amount of mana instead of the abilities cost. With that they're also increasing the mana it restores to 10% from 8%. I don't think it also needs the CD buff since it's already really powerful. Other runes simply can't contest with it. The extra mana from the rune needs to be optional and not mandatory. Mana managements is a joke atm.
