Lethality formula

Armor penetration

So I found the lethality formula at the LoL wiki and it is 1 LETHALITY = (0.4 + Enemy Level ÷ 30) Flat Armor Penetration.

Now to what i wanted to ask. What's the divided by 30, is it divided by your champion's level or something completely else? I'm not even certain if this is the actual formula, would be neat if someone from Riot could confirm that it is.

against lvl 18 champions, 1 lethality equals 1 flat armor pen.

you always get 40% of your lethality as flat armor pen, and the rest 60% is divided by 18 and multiplied by enemy level.

the reason why its done like this is

a) reduced midgame impact of flat armor pen builds, since the value will simply be lower than before. no more true damage after a couple pen items.

b) they didnt make it scale with the users champion level, to make it less snowbally of a stat. when youre already ahead, you dont gain even more flat armor pen to dump on your opponent, and when youre behind, youre not entirely useless this way.

It's the level of the enemy champion getting hit by the ability. lvl 18/30 = .6, so 1 lethality = 1 armor pen when the target is lvl 18 (because .4 + .6 =1).

The main point of the formula is that you get a substantial benefit from lethality in the early game without it being as strong as before, and it scales better late game.

This means AD assasins/casters won't be able to deal true damage to underleveled targets as easily, but their Lethality items will be more useful late game.

The main point of the formula is that champions that focused their build on Lethality don't get to completely crap on enemies that are behind in levels(and thus they haven't gained much armor from leveling) like they used to with flat armor penetration.

It wouldn't necessarily be better late game because say if you had Youmuu's Ghostblade which has 20 lethality and the level of the enemy champion isn't level 18, then the flat armor penetration you would get would less than if there was still armor penetration which would be 20, so you would get the same amount of armor penetration, but only at level 18

Yeah it's true ghostblade isn't better, but Duskblade gives 50% more armorpen late game (10 -> 15), and Edge of Night gives 50% more armor pen than Maw gave (also 10 -> 15).

So if you build duskblade and Edge of Night and run armor pen runes (lethality runes now I guess) you get more armor pen when the enemies are above lvl 14 or so. (the armor pen/hybrid pen runes also got increased though they are probably less useful now that they are weaker in the early levels).
