Is Cassiopeia getting any nerfs?
Rylais on her build is so so strong, perma slow for a champ that can ground everybody is really really annoying and godly for someone who knows how to play her.

Let cassio be strong. She's been garbage tier behind the veil of " hard to play" for way too long
She's one of these champions who NEED Rylai's to even properly function, she's extremely gimped without it. She already has plenty of counterplay (inherent immobility, short range and super squishy), don't make her life harder than it already is.
How come people keep forgetting about her extremely overbearing manacosts? She can't spam you to death without going oom beforehand.
Cassiopeia does not start the game with a Rylai's in her inventory, and that's going to be delayed at LEAST by a tear and/or a morello. Even so, there's plenty of other champs with strong synerygy with Rylai's: 
Yes rylai's is strong, but many of these champs would be too weak without it.
She's strong once she has it, but she's supposed to because she's a late game scaling champ. Her early is weak due to her mana costs, and it's not like her late game is impossible- even with Rylai's, she's short ranged enough that you can still get her if you know what you're doing.

Isn't Rylais the real problem? Cassio is supposed to be OP. They can tone down her laning, many melee champions can't farm at all vs her without getting destroyed.
