My opinion is as follows:
She is a good teamfighter and somewhat disruptive and scales well into late game. The problem is that, with the nerfs over so many base stats, her laning phase is horrible. Unlike most of the champions in the game, she has no real spammable damage cooldown as both her Q and E, once used go on long cooldowns.
Secondly, her entire kit revolved arround hitting an avoidable skill-shot. It is actually a lot easier for someone to dodge it than for you to land it (especially taking into account the amount of mobility her opposition packs). Missing a stun leaves her a sitting duck and I believe the counterplay window is actually too big compared to other champions in lane. Basically as long as your stun is off-cooldown you can't trade.
My opinion is as follows:
Her armour should be buffed back to what it was.
Her Hp should be on par with Fiora/RIven etc.
And, the most important fact I feel. Her passive should be allowed to stack if she hits champions with basic attacks. Right now, for her to use basic attacks without passive in lane brings her close to no beneffit, and the way the passive is designed makes her legit useless should she miss a skill shot (She is the most punished champion in game for missing a skill-shot, while not even being a mage or an assassin).
For example, champions like Ahri can miss charm and still be able to trade, Lux can miss Q but still can dish out damage or protect herself, Swain can miss his E and still be able to trade. In irelia's case, that is not possible.

Q nerf makes sense because she can use it like 3 times on you and it deals a fuck ton of damage
Base stat nerfs are retarded. She is now worse than Old Irelia in basically every way other than team fighting. Her base stats are too low to survive in top lane and she now loses every matchup.
The E is just straight up terrible design to begin with. It made a champion which didn't really care about skill shots completely reliant on hitting one that feels like garbage. The duration on it is barely even longer than the time it takes to cast it. Its a glorified Q marker now and it makes the entire kit feel terrible.
Q nerf is trash, she feels like she deals significantly less damage than old Irelia.
Don't care about the disarm nerf at all.
I've mained Irelia since season 1 and Irelia is really the only champion I care about. I HATE this new e, I'll probably be quitting league over it if Riot doesn't make her less reliant on hitting it or at least make hitting it rewarding. The only thing this rework kept from old Irelia is the dash. It traded out a self sufficient top laner that was versatile enough to be picked into anyone for a weak laner that feels like a weaker Camille. Her 1v1 power is just totally gone and there is no reason to pick her right now. She doesn't feel like old Irelia. This rework is awful right now and I'd rather have old Irelia, even as bad as she was, she was still better that this.

The only nerf that I don't like is the stun one.
They kneejerk overreacted. Riot's incapable of just taking the action they need to take, they either do pointless shit which accomplishes nothing or go way overboard. What Irelia needed was the base stat nerfs IMO, the nerfs to her CC and Q damage probably weren't needed.
Just next to gutted tbh. Her mid game is strong as per usual, but her early game is weaker than ever, and without any real way to deal with tanks now,its alot harder to do damage in the late game. Her ult helps alot with that, but with the disarm length droping down to 1.5 seconds, it's pretty brutal trying to lock down an adc late game too.
I could see why she'd deserve a nerf, but this was....she got nerfed into irrelevancy a day after her big debut
IMO they should let the e stun scale with rank and revert armor and change health to 560 then we're good. She doesn't need the base ad back because of her passive and q which help a lot for cs early game. The ad nerfs don't really effect her in the later stages of the game anyways seeing as she has one of the highest level 18 base ad in the game at 128,.
Sure ok ,nerf her but leave her E alone , or atleast make the stun duration go up to 1s , 0.75 at all ranks is a travesty!
I truly cannot understand the balance team's purpose behind any of these nerfs. Irelia had a 51% winrate on release if I am correct and in no way is that winrate signs of being OP, at least to me. After the hotfixes he winrate dropped to 50.55%, which is one of the lowest winrate out of all the bruisers. With a lower base AD than a tank, she has never been able to domminate any lanning phase like she used to. Now on top of that, the only good phase she has in the game is her late game, but with these nerfs its not even that good anymore. Thanks a lot riot, your balance team needs a lot of work.
No attack range nerf, so I say it will be better if we nerf her again.

The only buff id want honestly would be getting the 25 range she lost on her Q back.Might actually be too much though, not sure.If not, trading some teamfighting power for laning power would also be nice.
More balanced. Now she has like a weakish early strong mid and meh late. Before she was op in every stage. But, the E nerf was probably too excessive. You dont even use it for the stun anymore, only to get Q resets and a phage procc. The hp nerf was actually pretty good, Irelia cant go domination 2nd anymore since she will be too squishy early on, so youre forced to go for chrysalis. The disarm nerf was also pretty good, but they should've made so that it scales instead. The rest nerfs are fine, they dont do much tbh.
What they should've done imo, is just to make it so that her Q doesnt ALWAYS apply on hit effects. What I mean by that is, making it so that her resetted Q dont apply whereas her ''original'' Q's apply onhit. It might cause a lot of spaghetti coding but, I feel like what makes Irelia so op is PTA being so good on her. You deal up to 3k dmg in 30 minutes almost every time with PTA on Irelia.
