Why cant I Mute Chat in settings??

I've been playing League since season 2, I've played many a games for better or for worse. I've seen nearly every change over the course of this game to improve morale and team work but no matter what riot does you still have the X factor, which is the player, and they hold all the chips. There is always going to be toxic players, there is always going to be the player that talks shit and never stops... that WILL NEVER GO AWAY. So why must I listen to players talk every game, why isn't there a solution? Sure every game i can individually mute players or mute all, but why isn't there an option in the settings to mute chat? In an attempt to improve my gaming experience for myself and others, there should be an option in the settings to mute chat... completely eliminate it. I don't understand how that isn't an option.
