Mana Regeneration while in Jungle?

I was reading what the Skirmisher's Sabre does and one of it's passives is 225% Mana Regeneration while in the jungle. Does "while in jungle" mean certain parts of the map or while I'm clearing monsters?

This is about where the mana regen will kick in http://imgur.com/a/fZ60F

Also the mana regen part comes from item 1039

its basically what it says on the tin, and the mana regen comes from item 1039 which builds into those items

Certain areas of the map. You can test it by running into the mid lane, then running toward the wolf camp. Your mana regeneration goes up as soon as you pass the walls.
