PBE Garen - Possible Solutions? TLDR: E on-Hit only Triggers on Crit

PBE Garen, the one whose e triggers on-hit effect on nearest target, quickly became a meme.

Youtube footage, though few and sparse, show the character to be basically a blender.

As Riste has pointed out, counters such as thorn-mail and Rammus exist, but this quickly reduces game play diversity and longevity.

Thinking of a potential solution, that the on-hit on nearest opponent only triggers upon critical strike.

In other words, a Garen who doesn't build any crit chance will not trigger on-hit effect during E.

A Garen who does build crit chance items would have to sacrifice durability and/or spin speed.

This way:

--critical chance items would become more relevant,

-Garen users have more, comparably viable DPS options among: ----on-hit/crit route, ----raw damage via AD route, ----raw damage via spin speed route, or ----some combination of the three

-Garen wouldn't be able to grind up an entire team with 2 damage items (cough, BOTRK, Wit's End; opponent would have to build against both physical and magic), and

-opposing team won't have to/needs more than thornmail and/or Rammus.

Thoughts?

Personally, I'm really not a fan of the "on-hit for half damage" thing; makes the on-hit effect feel less authentic.

Rather, developers could impose a crit chance penalty on E, opposite of what they do with Yasuo. Could be straight-line -20%, crit chance being half as effective, diminishing returns, or some combination.

The on-ht was scrapped from PBE Garen a month ago... It's not clear from your post if you realize that Garen live does crit on E already, always has. It's supposed to be just for "fun"; crit Garen isn't actually GOOD. Even though they eliminated on-hit from Garen E, AS scaling was retained, which seems unreasonable to me, and to many others. Garen is a dumb champion to build AS on. It would have made more sense to give him more spins based on AD, something he does scale with, although a bit weakly.

One useful feature that they COULD give Garen without causing problems would be "E applies non-damaging on-hit item effects". Basically, this would let Garen use Frozen Mallet.
