Pantheon vs singed?

There’s a lot of factors based on team reactivity to singed or panth roaming, responses singed proxying etc.

Anyway, imo it goes like this:

If singed survives until landing ends/ gets full item + boots, he’ll be better off than the panth

If panth keeps singed oppressed in lane or gets kills then panth has the tools to impact other lanes and help win the game
