Is there a hard cap on key fragments?

I've read many of riots post that they have a limit on keys monthly that's equal to chest. So just for a clearer answer does that mean there is a hard cap on key fragments? Meaning you can only get 12 key fragments a month or is it possible to get more just extremely hard?
