About black cleaver

During patch 7.9 along with last whisper going to total armour pen to bonus armour pen, Black cleaver was also nerfed (not sure if it was the same patch but it was similar time): Armor reduction per stack reduced to 4% from 5%. Maximum armor reduction reduced to 24% from 30%.

Now that last whisper is back to total armour pen, can we get this nerf reverted? Thoughts?
