Does Cho' Gaths E (Vorpal Spikes) Trigger Kleptomancy?

I've been using a resolve inspiration build for tank cho gath top lane, but I feel like Kleptomancy might work well so I can rush R with elixir of skills and go all in. Not sure about this though... Any ideas?

no it doesnt apply on hit. else u would see a mobifire build telling u to go bork

They removed elixir of skill because they realized it was OP.
