purchasing champions

I am sorry, I missed the initial explanation about the changes with the new patch. Where can I go to get explained to me how you earn blue essence in order to build it up so I can purchase new champs? It doesn't go up with play like IP did, so how do I gather it?

when u lvl up u get champ capsule with the chance of it having 1-5 champ shard each can be disenchanted for BE from 90 to 900 BE i believe not sure for the upper limit tho and u have bad luck protection that wont allow u to get less than 810 BE from the disenchanting of the full content of the capsule.
