Can you report someone for banning your declared champion in purpose?

I was going to pick Sylas, the guy seemed to be wanted to pick him too, but i was the first on the Pick Order, and he banned him so i wasn't gonna be able to pick him. That could be a reason to report him?

Bans take priority over pick intent.
