How is shyvanna balanced right now?

Her clear speed is absurd to the point where she gets sated by the 16 minute mark every game. Building just devourer and botrk lets her kill a squishy in LITERALLY 3 autoattacks while tanking 3 other enemies attacking her. Then she builds tank for the rest of her items but never loses the damage as the game progresses thanks to her q scaling. She has no weak points during the game and has objective control pretty much at all times since she just deletes anyone who comes within her ult range.
