Dragons feel useless in season 9

Despite the buffs to dragons with the addition of tower plating dragons still feel pretty underwhelming. Tower plating gives an absurd amount of gold if you first blood a tower pre 10 minutes you're getting a portion of around 1000 gold + the global gold you're giving your team around a 1600 gold lead not to mention the map pressure. 10-20 herald becomes priority giving a small amount of global gold and can take out an entire lane if used properly according to champion.gg champions who secure scuttle see about an 85% winrate on average so this is an extremely powerful objective to secure. Now 20 minutes + almost everyone is looking to secure that game ending baron because well baron so at what point are we supposed to take dragons? Also should tower plating be nerfed or dragons get buffed again to make them more contested?
