Ideas for Gangplank
It has already been sated the GP is getting a kit rework/gameplay update, there's no denying that. With that in mind I'd like to throw some ideas about the direction of his update. First, let's start by stating the obvious:

His passive is quite lackluster, it can't be strong, because permaslows and poisons are considered 'toxic' (lol).

His E is good, but clunky and it doesn't involve a lot of gameplay on both the passive and the active sides of it.
And that's it! According to some rioter, whose name I can't remember, in a post I cannot find (I'll post them here as soon as I find them, no worries), those are the main aspects of GP that are getting reworked.
Now, here's my own take on how this issues should be addressed: Plainly swap his E with his passive.
It should go something like this: Passive- Swashbuckling Buccaneer (Two-Part Passive)
- Critical hits deal increased dmg.*
- GP gains a stack every time he damages a enemy champion, at 30 stacks GP and nearby allies gain a short considerable MS boost; GP gains bonus MS-AD, ally champions within range gain half the bonuses.* The buff lasts for 10 seconds. The stacks are lost upon activation. GP loses stacks 1 by one if he doesn't attack anything for 4sec. Attacking monsters and minions doesn't generate stacks, but prevents the stacks from decaying.
- Basic attacks are worth 3 stacks, pistol shots, poison and cannonball instances are worth 1. Critical hits double the stacks per hit.
- Being the Captain he is, GP's passive benefits from nearby allies. For each ally champion within range, he gains +1 stack every time he gets stacks.
E- Grog-Soaked Blade (Passive and Active components) Passive- Critical Hits cause your target to bleed 45% of your total AD as physical dmg over 3 seconds.*
Active- Upon activation all basic attacks (and pistol shots) cause the passive bleeding, slow the target by 15/20/25/30/35% and reduce the target's armor by 15%. Buff lasts for 6 seconds.*
(*) Numbers are to be discussed.
Finally, here's the kit explanation. Passive 1: Everybody loves CritPlank! The bonus crit dmg should be something close to IE on the lategame, but somewhat weaker in lane. If you were to stack a IE, the passive would only increase the bonus crit dmg from IE, to avoid extreme abuse of this ability.
Passive 2: The point of the passive is to give GP his much wanted steroids while adding some gameplay. In lane he will be able to gain and keep a minimum number of stacks by trading and harassing. Using your ult to help out in a distant teamfight will reward you with stacks, without the nearby ally bonus. However, the real beauty of this passive are full-fledged teamfights, if you go ham on melee range with your teammates your will actually be able to pull off your Passive twice or thrice, if you combine, crits on AA's and Q's + poison + R on the enemy team, this will grant you a constant MS-AD buff, to help win TF's by brute force. Also remember than besides the MS boost, everyone gains a short haste upon gaining 30 stacks. And best of all, there is no cooldown time between your Passive's activation; if you manage to gain 30 stacks, 4 times in 12 seconds, you will get the AOE haste 4 times (reactivation of you passive only refreshes the duration of the buff).
E Passive: Basically a free Wicked Hatchet
. This should add some power to his kit. Notice that the damage is slightly lower that an actual Wicked Hatchet, to prevent abuse on the "luck" factor.
E Active: You have a nifty passive to complement this skill, but the real magic comes from the active. With the buff active, GP gains a considerable advantage since not only does he have some "poison", but the slow and AR reduction allows you to outduel enemies in trades and teamfights, since a 3 second, 35% slow combined with AR reduction helps a lot in picking up targets in ganks and teamfights.
This is all I got for now, thank you for reading. Its worth mentioning that this only my 2 cents, and Riot reserves the right to balance out champs as they see fit, but personally, I'd like to see some skills like these in-game for boosting up our favorite Pirate King (after Luffy, of course :P).
TL;DR-
GP is getting a minor kit rework. Passive and E are problematic.
Solution, swap them out.
Passive- Gain temporary stacks by hitting champions, upon 30 stacks, you "Raise Morale" similar to live.
E- Free
passive, activating it gives you slows and armor reduction on-hit.
Just my 2 cents.
