Why does Hec seem weaker than ever before?

Ever since i started playing league Hec was one of my favorite champs but ever since the new items have came out his dmg does not at all deal and trade off as equally as before, was his E debuffed? or was he nerfed becuase of the changes in the new item patches, please give me answers on why he seems weaker than ive ever seen him, thank youHecarim

Hecarim has no inherent tankiness or sustain in the jungle as of this moment outside of his W. Said skill has around a 20 second cd at level 1 and can only heal up to 60 life against non champions.

Hecarim has an area of effect spammable skill, his Rampage. This skill does 33% reduced damage to minions and monsters, slowing his clear time and causing him to take more damage.

Hecarim has a self-speed buff that is in all ways inferior to Rammus'. Less time sped up, less total speed up, less collide utility, single target, and longer cooldown.

Pretty much everything about Hecarim points him towards the lane at this time, as without SotLE or any form of spell vamp he gets trashed by the jungle monsters.

Hecarim Actually got a bit of a buff recently, his passive scaling was increased. Add to this that the new Warrior jungle enchant synchs with his kit really well. After getting through your initial clear, you shouldn't really have much issue with the jungle, but Hec being a tank/bruiser, he does need a little build up before he can really start to rampage.

I feel like any jungler that doesn't have great low-mana clears with sustain is underwhelming atm...
