It is impossible to climb right now.

I even talked to Riot Support and the guy said "It is normal to lose 23 LP per a loss and gain 10 per win after naturally climbing into Silver 1.

Anyway he suggested I wait till preseason or get a better winrate, I've decided to derank my account till the gains/losses noramlize. I'm not wasting anymore time trying to climb when Riot intends for it to be impossible. Show me your average player climbing into gold having an 80% winrate and I'll change my mind. Until then I'm done trying in this game.

You have 49% winrate over 283 ranked games, no wonder why dont climb out of Silver: you belong there.

I would say it's not worth it to try and climb right now and just to wait for the season to start. I had a similar issue with this during the actual season on a gold 5 account, I'd go on a 10+ game winning streak and still see no change to my overall lp gain, so even though the account has a 52% wr it loses more lp than gains which makes playing ranked on it tedious and tilting.

youre right. i went to silver 1 promos with 6 games win streak. got to the promos i had morgana spamming ff in the chat and inting all game
