Zilean with particular support items.

So from time to time I like to just play Zilean support and make it sheer agony for the enemy team to try and move around in fights or dive my ADC and generate all sorts of tilt because other people in the game are such ebola sometimes that I may as well just spread it around. But I notice that I'm a bit limited in item choice as far as actual support items go. And yes I mean limited, you don't ALWAYS want Talisman and Righteous Glory initiations and stuff. Sometimes your team lacks a champion that actually wants to run at the team at mach 10.

I don't know if this is the case or not, but does Censer or Grail work with Zilean's speed buffs? Or is it specifically limited to heals and shields? And if so, would it be reasonable to ask why he can't effectively use either one? Or would it just be inherently broken like most of the assassins in the game except for Zed (in comparison anyway)?
