About the LW "buff"
For those who don't know, there is a recent PBE change in which LW's penetration passive is now 45% of Bonus Armor instead of 30%.
I imagine many players would be concerned by this change, since this change would make half of the armor resistances useless. I would like to point out a certain post, however.
Current thinking (still tentative) is we'll do base stat adjustments on juggernauts as well. Possible we do some light base stat tweaks to champions as a whole. We've got some suspicion defenses are too dependent on items at present, leading to champs being too squishy or too close to immortal depending on what they've built. A few points I would like people to take from this:

LW only would apply to bonus armor, not total. Thus base stats would not be affected.

There are plans to change base stats and make some champions more durable than others by default. I.E. Rammus having a higher base AR than Kog Maw (Disclaimer: By no means do I claim this would be a change, nor do I know the extent of the differences)

The AD of LW has been cut by more than half, from 25 to 10.
What does this mean? Not only is Last Whisper have less direct combat stats, champions that have a higher base armor stat would still remain tankier than others.
A full-damage carry rarely buys armor thus the bonus shred does not affect them and with the change to AD, LW is less effective to use on a squishy target than previously.
For those who do buy large amounts of armor, even tho 45% of their purchases are rendered useless, all of their base resistances remain at full strength . If more resistances were in base values rather than items, tanky champions would take less damage than their squishier counterparts.
I believe these changes would allow tanks to be more resistant to AD champions overall, while leaving an option for AD's to still punch through their armor.
