How does hail of blades interact with Senna?
Does it reduce the charge time between her attacks going off? Or does it just reduce the time between her finishing one attack and starting to charge up the next one?

Her attack speed ratio is 0.2 (less than a third of the roster average), meaning that +110% attack speed (hail of blades) will only give her 0.22 more attacks per second.
The way she interacts with attack speed weirdly is in the windup: the portion of her auto attack cycle where she has to stand still. Her windup is shortened by bonus attack speed at a rate only 60% as fast as other champions’. So, the answer to your question is that the time between attacks is where most of the effect will be.
