[ARAM] Should Guardian's Horn build into Righteous Glory?

Guardian's Horn builds out of Ruby Crystal and Rejuvenation Bead; the same items that go into Crystalline Bracer. Crystalline Bracer on ARAM is only used for Righteous Glory, since Warmogs would be silly on ARAM. They both were designed to give melee characters stronger engage, and Righteous Glory can be seen as a natural progression from Guardian's Horn.

The biggest drawback I can see is that Guardian's Horn's ability to lower it's cooldown would be lost on upgrade. This meanss Righteous Glory is not "strictly better," as most item upgrades would be. Though it wouldn't be the first case of this (e.g. Spectre's Cowl passive is lost with either upgrade path), it'd probably be the most significant one, if only for ARAM. The player could choose not to upgrade if they prefer Guardian's Horn, but it would be non-intuitive to a new player.

Besides that, it could be viewed as too strong of an upgrade path. In my experience bruiser heavy teams can do very well in ARAM, and giving them a clean upgrade path for engage could be detrimental. The weaker stats on Guardian's Horn and the longer build time of Righteous Glory give weaker teams a better chance to win. This is all anecdotal and lacks statistics, but I think it is of concern.

I know ARAM isn't Riot's highest priority, so I thought I'd put my two cents out there. I think it's worth looking into.
