Thunderlord's Decree: Minus Tiny AOE, Cooldown Change to Per-Champion?

Anyone else think this would be a good change? Each proc is potentially worse if they're actually sitting on top of each other, but with some extra work, you can actually proc it on multiple enemies in normal play. I think this would bring it more in line with its competing keystones.
