How is going from 40% extra team exp to 10% exp even fair for Zilean mains like myself. Like I literally feel useless now all of a sudden a pro picks a champ that hasn't been touched since season 2 and all of a sudden hes op and annoying. I've been playing him and was a one time the top zilean player in NA and I just find this annoying and only makes me want to quit again.

Zielmann1 votesWhen dealing with percentages like that, you can't add them together to get a 'total value' the same way you can with flat stat increases (like bonus resistances from Locket or Taric's W). 8 percent is 8 percent.
In a game with a Zilean, on his team will have 108 XP at the time their lane opponent has 100. Team-wide, that's 540 XP compared to 500. The team-wide advantage is still 8 percent.
While it's a team-wide nerf, it's actually a buff to Zilean himself (bonus AP plus having 10% bonus XP gain all game). Map-wide passives like that are extremely strong and frankly make balance difficult. Face it, Zilean was a must-pick largely because of that passive. They got rid of Janna's team-wide movespeed buff. This was really just next in the line.
