Just as the title says, if I were to buy a 6300 champion and I hated them I should at least be able to get some of my ip back. Even with rp this could work because without full refunds riot wouldn't lose money. I have a few 6300 champions + 975 skins I never use anymore. With the half I get back I could buy skins and champions I would actually enjoy using.
That's what the Refund points are for.
If people could just refund whatever for a reduced return, they would...and then they'd complain that they were cheated by Riot when they get to the point that they want to buy that IP item again (as in down the road when they have all the other champs).
For RP, what about Mystery purchases? You could individually purchase a 520 skin and return it for 260 RP back, then end up getting it for 490 in a Mystery Skin purchase. The total will have costed you 750 and you'll be pissed.
You get 3 full refunds. By the time you've used them, you should learn to buy champions you liked from the free rotation. I don't think we really need more refunds.
