With the nerfs on protobelt and rylais, would a worlds-patch Vladimir be a possibility to go back to, or would he still be seen as "too oppressive"?

i think he needs a rework, a proper one. he's either too strong (oppressive) and in the right hands near unkillable or he's weak/below average.
keep his design core, just.....a proper update i feel is really needed for him
I think he's fine, they improved farming for those who can't last hit, they agree he's a bit difficult but as for balancing, he's really balanced to me, he gets murdered early game by half the champion pool in both top and mid, but his actual role is survival anyway not dominion, so he denies kills, gets his build and catches up with his team mates. Unless you're eating his 3rd Q+E (sorry for everyone I Flash E>R>Q>E on, please don't hate on me, his range is just too short and you guys don't walk up to me DX). but anyway, unless you're just standing there in lane taking all of that, you should be fine, his range is pretty small compared to many other skill ranges, and that's just him, he's the embodiment of a walking AOE so it makes sense he can't poke from far like Xerath/Varus so that's his strength and weakness.
He can be dangerous to go near without locking him down with some cc and he can also be hard to use when you have to get in range to do anything. It's not oppressive, it's trying to figure out what to do when, like any other champion. Yes his heals are annoying especially when it's mostly unique to him. I mean, that would be like complaining about Fizz poles and Camille ults cries in corner I mean ahem. Every champion has something we don't like. What we should do is play around it and use your own champion's tools to win.
Unless you're adc and you're about the constant damage balanced by constant vulnerability which, is kinda sad we'd complain about an aa instead of focusing the adc, but their team has a Lulu, and she'll get mad if you touch her squishies. TLDR; everyone is op, however situational, and they did a good job with Vlad by losing spell vamp and making us BUILD HIM AS A MAGE OMG HE"S A MAGE TANK NOT A TANK MAGE HUGE DIFFERENCE. I mean, actual tanks have more resistance and cc, Vlad's like a Fighter but he's magic damage and just has high health like cough Garen, who, by the way, can afford to build a crap ton of resistance because his damage is free but then we show up with Morello on Vlad and Ryliandry's and mess him up :) so even that has counters
