Blind Pick and Dodge Penalties

Two games in a row in normal blind pick I have been matched up with summoners who are just autolocking their lane and declaring themselves heir to the role. I'm sure anyone that's been in my position knows that players like that are not helping the game at all, and often end up losing the game for their team before the load screen. It puts me in a position where I either have to try and suffer through a 20+ minute game where two or more teammates are already fighting, or dodge and take my 5:30 penalty. Personally I'll take the dodge every time, but recently I've been getting matched with people like this 2-3 times in a row. It's driving me out of LoL REAL fast.

I don't think anyone would seriously suggest moving into ranked to get away from toxic players (especially when you are in bronze!), and normal draft is not any different in terms of this issue. Team Builder would be a good way to get away from it, but a) that takes a long time to get a team together, and b) I like blind pick because if my main lanes are called I get to stretch out and try lanes I don't play that often, and wouldn't put in as a first choice in Team Builder.

So what's the solution? You could lower the building dodge penalty, or lower the penalty altogether. I could see that turning into people dodging constantly because they didn't get their lane (though I would suggest if you have a set lane and champ you want to play for sure, then team builder is probably the way to go). I don't really have a good solution, but I do think it's a problem worth addressing.
