To be honest, yeah. He's not a "utility marksman." He's a long range, high damage sniper marksman. There is little counterplay to him. Because as long as he has a front line, you can't touch him. Not only that, but you can never engage on his team, because then he'll just set up an ult for easy kills. If jhin is behind, he can just sit back, and still put out damage from screens away, and if he's ahead your team is doomed.
I get what they were going for, but his AD scaling, with the obscene DFT burn, and his ridiculous ranged cc, all with a crap ton of damage, with only one weakness ("just hard engage on him") that's mitigated by the fact he never even has to enter a teamfight (even worse when he has a frontline) all makes for a very toxic design.
The whole point of an ADC, is that they have to be really good at positioning, and very skilled in order to put out constant DPS in close range. Jhin can completely negate this playstyle if he wants.
