Why is this a normal in league?

posting this on another account cause today my brother was flamed by a pretty toxic player and idk why this has become a normal thing on league and i want this person punished, not only for what he said but also he didn't care what he said cause that's what a computer screen and a free to play game has let him do and say w.e he wants without being punished, never seen someone as toxic as this guy in a while so clearly league is filtering these guys out but they are clearly still there and just as bad.

It really isn't normal. Only a small percentage of league players legitimately REALLY toxic. At least from my experience. Yeah they filter these people out, it just happens at a slower rate. Just mute them in game, report them after, and block them if you don't want to come across them. It takes a good amount of reports for players to see punishment happen. But it DOES happen. Give it time. I
