Vote to Surrender

Why does it require a four-to-one vote to surrender? In a five man unit, three over two is majority. If three people on the team don't want to play anymore, why are two people allowed to make them stay in a game (regardless of the situation)? I mean, if we aren't doing majority rules, then you might as well make it require all five players saying yes. You want to make a real change to the game, Riot? Fix that.
