and he retains over 2500 hp plus decent mr and armor thanks to W passive + dmg reduction take fervor and tank masteries he wins 9/10

Just tried a very similar build to this. Went 12/2/11 and rekt them. Though to be fair I was up against a Yasuo who is weak against Garen, had some good ganks from Yi, and had a good all around team.

its fucking hilarious when youre snowballing against squishy teams.
look into + and
you can go into more ad from there with 
or you build your to cap yourself out on cdr.
or if you really want to max yourself out on on-hit effects you can even consider 
in place of cleaver.
garen has really high base attack damage, and the burst from duskblade, dead mans plate passive, and the sheen proc on your q is going to chunk the fuck out of squishies.
if you get ahead and into the position where you can make a lethality build on garen work, youre just going to obliterate enemies. in many cases youll be able to 2 shot squishy villains with a duskblade enhanced q and ult.
like the best part is, a lot of enemies will still be surprised by how absurd duskblade is. they simply wont expect you to just be able to 2 shot them.
ive ended games just by running out of a bush with ghostbaldes active and flash + q/duskblade + ulting the enemy adc.

I have been doing it even when most people considered lethality trash.
Stormraiders is essential on Assassin Garen.

its a different playstile. by no means you have to play passive.
remember that this is a build youre going for when youre already snowballing your lane, and youre generally up against many squishy targets to catch out and 2 shot.
key to this build is map awareness and vision contol which duskblade helps you with.
you just want to cut off people when theyre rotating around lanes and then jump out of a bush and decimate them.
this includes catching out the enemy jungler at his camps when hes going for them (especially his red/blue buff), but also pushing out sidelanes to force someone to rotate and then ambush them.
its not going to work when youre already behind, or when the enemy team generally has a strong frontline.
