Certain normal's to enter rank @ RIOT look here.

I believe instead of people boosting accounts to get to a certain rank or have people that hardly know how to play any role other then top lane. I think you should have a cap limit of normal games to enter ranked. Lets just say it takes 500 normal games to enter ranked. I believe it will greatly reduce the amount of less skilled or trolls to enter the ranked scene. I don't know about anyone else but my ranked in this league of legends game is not based upon my skill or mechanics its based upon how many trolls i got within 10 games I normally receive 6 games out of 10 to have a unskilled troll leaver that doesn't try in ranked. I just see alot of negative impact on ranked nowadays and i think its time to control it. Or add team builder into ranked where everyone isn't calling a role based on there "FIRST CALL" or "first" pick its based upon what role you are good at based upon what you did in normal's. Team builder wouldn't work blah blah in ranked because u guys wont try it. Just have people pick a role support ADC top mid jungle and then go to the banning stage that way no one is without the role they want. Its embarrassing you guys haven't figured out a way to stop the biggest problem in this game. Ranked.
