@Riot - Third Tier Boots

After boot enchantments, there should be an option to upgrade your boots for the extremely late-game. They will not be available until a certain time, and will have a very high cost, and be designed that they are only worth buying if you are already full build.

They can grant AD enhancements based on the amount you've already built, and AP (though Rabadon's already does it). Basically any stat boost can be selected. This is just a suggestion, but I'm sure someone on the Riot team could think of something to fit into the game well.

It sounds strange, but for me, when I reach full build, I look to change out an item for something else to make my champion more effective. When the game is so long, it can just become whoever gets a lucky pick wins. Third tier boots could give the deserving team an edge for the highest gold-earner.
