Nooo she doesn't need to be nerfed. Obviously you haven't played her, she's a serious glass cannon that can still get a fourth of her health chunked down by minions when shes level 18. She needs to be close to you to land her W or you need to be out in the open without minions by you for the E. She isn't going to straight up 100-0 you with Q then R + ignite. Also her waveclear is terrible without her ult. If you can cc her then blow her up, she can't 1v1 tanks/bruisers very well also.
