How to make urf fun for EVERYONE again

Many people have mixed feelings about ARURF instead of URF, but the one thing they can all agree on: It ruins a game to get steamrolled by a garen, rumble, quinn, syndra, really any champ that has a gimmick and gets even 1 kill, and it snowballs TERRIBLY. Simply, Every time a champion gets a kill or assist, Reduce all their stats by 1%, and reset them back by 75% when that champion dies. Quinn 20/0? 20% less HP, AD, and AP. Maybe movement speed too. Easy enough to shut down then! And to make sure they cant do that again, she has 5% for the rest of the game. It would make the game fair enough, as you would have to work for your kills, and could still be killable. The values could use some adjusting, but what do you think?
