dude, it's The Donger (that's the correct term), is very easy to counterpick, and when he is countered, he is absolutely denied and has to hug a tower like there is no tomorrow.
look at the pro scene, he has like 0.1% pick rate, he was used only once in 3 weeks http://www.probuilds.net/champions/heimerdinger
I have a friend who mains The Donger and I hate him for it...unless he's snowballing us to victory. Heimer dominates early game because he has so much damage from turrets. Farm up for a bit and do not die until you have enough items and damage to all in him. Once Heimer losses lane pressure he's free food walking all game. Also don't underestimate his empowered turret, it actually hurts a lot.
Remember he needs to rush 
absolutely and 100% shuts him down.
