How did Ornn become so uninteresting?

Seriously! How do you make a demigod champion, with the ability to summon a smoldering lava goat behemoth, a champion who can who can build his own items, so very very underwhelming? I'll tell you how. You give him one ability that's responsible for all of his damage, waveclear, cc setup and survivability (shield). Then you take that ability, that is really just a Frankenstein of Rumble and Braum and give it percentage based damage. That is the only reason the champion is relevant and the only thing you can balance him around. When was the last time anyone thought "Oh wow, Ornns ability to break player made terrain with his E is reallt neet" or "Gosh darn he's building a lot of items in lane"? Never. But every person who has played top since his release has expressed something along the line of "Holy shrimp that flamethrower, shield, knock-up combo is annoying! Wait what it's not a combo just one ability?". So yeah. That's how you make a smithin demigod bear/cat/man into a samy uninteresting snorefest.

I'm not sure what you are talking about because Ornn always had that % dmg on Max Health which comes from his 2 main dmg abilities Brittle and Bellows Breath (W). Here is all the changes on Ornn since his release.

Big points are : His W is no longer unstoppable, deals 2% less dmg and has 1 extra second cooldown (oh no please god no I can't farm anymore) and his ultimate is 30 seconds higher at lvl 16. Gosh he is SO uninteresting to play
