Why doesn't Chogath JG work
Just curious. Had a buddy that used to try and make it work, and the team would rage on him more often than not. Seems like he'd have pretty good ganks on paper.

His clear is pretty meh and he lacks dueling power. It's mostly because he's slow and lacks mobility so if a gank goes poorly he's pretty much guaranteed to die, though.
His clear isn't anything special, his early game is lackluster if not outright weak (which as a result, makes him an easy target for aggressive junglers like Udyr, Lee Sin, Kha'zix, and Rengar... who are all insanely popular at the moment), and his ganks aren't great as he's immobile with telegraphed CC.
Simply put, there are just better choices. You probably could make Cho'Gath JG work at most levels of play if you put in the effort, but at that point you're better off choosing one of the junglers I mentioned earlier.

Tank junglers are on a weak side, right now, but if youre not high Diamond it doesnt matter enough. Just play smart and use your Uber-Smite on a 45 second CD to secure every single Dragon in the game and steal red buffs, get to late game with 12 stacks and have 
complete. Insta-kill a squishy every 90 seconds, guaranteed
